Strengthening Kep’s Foundations: A Strategic Roadmap to a National Economic Corridor

Deputy Prime Minister Say Samal outlines four priority areas to elevate Kep’s status through enhanced security, infrastructure expansion, and human resource development

The Royal Government of Cambodia has officially launched a strategic initiative to transform Kep province into a formidable pillar of the national economy. During a high-level review of the 2025 achievements and the setting of goals for 2026, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction, Say Samal, urged provincial authorities to implement a targeted four-point plan. This mandate aims to transition the coastal province from a seasonal tourist spot into a year-round economic corridor that integrates modern industry with environmental stewardship.

The first priority centers on maintaining security and public order as the bedrock of development. Authorities have been instructed to eliminate online scams, resolve pending land disputes, and curb irregular construction to ensure a disciplined environment for residents and visitors. Secondly, the province is accelerating its infrastructure development, with a focus on extending clean water and electricity networks to every household, alongside the development of new tourism ports and mixed-use commercial areas.

Investment in human capital and the fostering of an entrepreneurial spirit form the remaining pillars of the strategy. By aligning vocational training with the demands of a high-end tourism and logistics market, the government intends to improve the quality of the local workforce and promote community-level innovation. These efforts are designed to complement major private sector projects, such as the Kep Exhibition Plaza and the Art for Kep initiative, which are set to begin construction in early 2026 to redefine the province as a cultural and ecological hub.
