Phnom Penh’s Green Initiative: Gov’t Grants Free Licenses for Sewage Pumping Businesses

The Phnom Penh Municipal Authority has unveiled a proactive measure to regulate sewage pumping businesses in the city. According to an official instruction dated 10 November 2023, the authority mandates all operators involved in pumping, collecting, transporting, and discharging toilet sludge from manure storage tanks in Phnom Penh to acquire licenses for their operations at the toilet sludge treatment station.

Commencing from 1-31 December 2023, all operators are required to apply for this license at Phnom Penh Capital Hall. Remarkably, the license, valid for one year from 1 January to 31 December 2024, will be granted to operators free of charge.

Once licensed, operators gain the privilege to pump, collect, transport, and discharge toilet sludge at the designated treatment station situated in Sangkat Phleung Cheh Roret, Khan Kambol, Phnom Penh.

An essential addition to this initiative is the inauguration of a state-of-the-art toilet waste treatment plant, exceeding a value of US$1 million. Functioning as the first treatment plant in Phnom Penh with the capability to transform toilet waste into organic fertilizer, this facility stands as a groundbreaking solution, minimizing reliance on chemical fertilizers.
