Groundbreaking for Bak Kheng Water Treatment Plant Phase 3, Phase 2 Inaugurated

The third phase of the Bak Kheng Water Treatment Plant has commenced construction, while the second phase was officially inaugurated by HE Aun Porn Moniroth, Deputy Prime Minister and Minister of Economy and Finance, on 25 June 2024.

During the inauguration, HE Aun Porn Moniroth stated, “The commissioning of the second phase of the water treatment plant marks the end of the water shortage issues of the Phnom Penh Water Supply Authority. This was a problem in some Phnom Penh and Takhmao areas in Kandal province.”

The Bak Kheng Water Treatment Plant Phase 2 can produce 195,000 cubic metres of clean water per day, increasing the Phnom Penh Autonomous Authority’s daily production of clean water to over 980,000 cubic metres. This supply benefits the residents of Phnom Penh and Takhmao City, Kandal Province.

Simultaneously, construction began for the third phase of the Bak Kheng Water Treatment Plant, which, upon completion in the third quarter of 2027, will further increase production capacity by an additional 195,000 cubic metres per day.

The first phase of the Bak Kheng Water Treatment Plant, with a capacity of 195,000 cubic metres per day, was officially opened on 19 June 2024 under the presidency of Samdech Techo Hun Sen, the former Prime Minister of Cambodia.

HE Aun Porn Moniroth detailed the total cost for the three phases of the Bak Kheng Water Treatment Plant, estimated at approximately US$660 million. This includes US$410 million in concessional loans from the AFD and the European Investment Bank (EIB), a US$100 million grant from the European Union, and a US$124 million contribution from the Phnom Penh Autonomous Region.
