Land Grant Initiative for Poor Families in Stung Treng Province

In a significant move to support impoverished communities, Prime Minister Hun Manet has announced a land grant initiative to provide 1,000 poor families in the Ousev area of Stung Treng province with essential residential and agricultural land. Each family will receive 3 hectares of land, marking a vital step towards poverty alleviation and community development.

During a recent plenary Cabinet meeting, the Prime Minister outlined the decision, emphasizing that the allocated land will come from nearly 10,000 hectares currently reserved for social land concession projects. The initiative forms part of the broader Land Grant, Forest Protection, and Sustainable Development Program (LPFDP).

The program’s first phase will focus on the O’Sev point in Hang Sarat village, located in the Sam Miet commune of the Sesan district. Initial plans have been established to assist 500 families who currently do not possess land and seek to establish their homes in this area. The remaining 500 families will be supported in subsequent phases of the program.

The implementation of this initiative is set to commence on 1 February 2025, and will unfold in five structured phases:

1. Preparation Phase: Identifying and publicizing the designated land allocation locations.
2. Technical Phase: Conducting necessary assessments and studies on the land and its suitability.
3. Suitability Review Phase: Selecting families who will benefit from the land grants.
4. Review, Decision, and Validation Phase: Finalising the decisions and validations required for the land allocation.
5. Land Allocation, Forest Protection, and Development Phase: Officially grant the land and outline protection measures for the forests surrounding the designated areas.

This initiative also aligns with the establishment of the National Committee for Implementing the Land Grant and Forest Protection Program for Joint Sustainable Development (LGPF) in late 2024. The committee’s mission is to facilitate social land concessions for homeless families seeking to build homes and cultivate land for family farming while promoting community development and forest conservation.
