Cambodia and Rwanda Eye Joint Legal Framework to Boost Bilateral Investment

Cambodia and Rwanda have agreed to establish a comprehensive joint legal framework to bolster bilateral investment cooperation, strengthen intercontinental economic ties, and unlock new commercial opportunities for both nations. The strategic commitment was established during an official working meeting on September 3, 2026, between H.E. Chea Vuthy, Secretary General of the Cambodian Investment Board at the Council for the Development of Cambodia, and H.E. Bakuramutsa Nkubito Manzi, Ambassador of the Republic of Rwanda to Cambodia, who led a diplomatic delegation during an official working visit to the Kingdom.

During the high-level dialogue, both delegations focused on laying the structural groundwork for a new era of investment cooperation aimed at accelerating sustainable economic growth, reinforcing economic resilience, and exchanging policy best practices. To translate these shared objectives into operational outcomes, both parties discussed the feasibility of drafting a formal Memorandum of Understanding between the Cambodian Investment Board and the Rwanda Development Board. Once finalized, this legal framework will serve as a primary institutional mechanism to streamline foreign direct investment attraction, enhance business facilitation, and establish direct networking channels between the private sectors of both countries.

Speaking on behalf of the Cambodian investment authority, H.E. Chea Vuthy welcomed the expanding economic engagement, noting that establishing predictable legal channels and transparent administrative procedures is vital for attracting high-quality capital flows and economic diversification. By linking Cambodia’s strategic position in Southeast Asia with Rwanda’s rapidly growing position as a technology and logistics hub in East Africa, both nations aim to foster reciprocal market access and encourage joint commercial ventures.

The meeting concluded with both sides expressing firm determination to maintain close institutional collaboration grounded in mutual respect, friendship, and shared economic interest. Both delegations pledged to expedite administrative preparations to transition these initial diplomatic initiatives into concrete commercial agreements and tangible investment projects that deliver long-term socio-economic benefits to both countries.
