Cambodia Greenlights $10 Million Recycling Hub in Sihanoukville

Strategic facility in Kampong Seila to pioneer industrial-scale recycling of electronic, automotive, and metal waste as part of a nationwide environmental cleanup initiative

Sihanoukville’s industrial landscape is set for a major environmental upgrade following the government’s approval of a $10 million specialized waste processing plant. On January 21, 2026, the Ministry of Environment and provincial authorities reviewed the final impact assessment for a new facility spearheaded by Mi Ner Va Investment Co., Ltd.. Located in the Kampong Seila district, this project represents a critical step in Cambodia’s mission to establish a self-sufficient domestic recycling infrastructure for hazardous and complex waste materials.

Unlike traditional waste management sites that rely on burying or burning trash, this modern facility will focus on advanced recovery and destruction. The plant is designed to handle a diverse range of high-impact waste, including end-of-life vehicles, discarded electrical appliances, and complex electronic components. By utilizing specialized sorting and extraction technology, the facility will recover valuable metals and industrial raw materials, effectively turning urban waste back into industrial assets.

The selection of Kampong Seila as the project site is highly strategic. Situated within the Preah Sihanouk province, the facility will serve the region’s rapidly growing industrial zones and special economic areas, providing factories with a legal and environmentally sound solution for their industrial byproducts. Officials from the Ministry of Environment noted that this project is the first of its kind to target such a wide variety of hazardous and metal-based wastes on a commercial scale, reducing the country’s reliance on exporting raw scrap to neighboring countries.

This investment also aligns with a broader surge in environmental consciousness across Cambodia. Just days earlier, the government celebrated the groundbreaking of a separate $29 million PET recycling plant in Pursat, highlighting a nationwide trend toward green industrialization. By creating hundreds of new jobs and promoting the transfer of green technology, the Mi Ner Va project is expected to catalyze a circular economy where waste is no longer a liability but a sustainable resource for the future of Sihanoukville.
