Pursat Province Pioneers Sustainable Future with $29 Million Plastic Recycling Facility

High-tech A1-Plastic plant set to transform used bottles into high-grade PET products, creating hundreds of jobs and advancing Cambodia’s green economy goals

Pursat province has officially become a focal point for Cambodia’s environmental transformation following the groundbreaking ceremony for a state-of-the-art plastic recycling facility. On January 19, 2026, the Minister of Mines and Energy, Keo Rottanak, joined Deborah Lee, the Chief Executive Officer of A1-Plastic, to launch the $29 million project in the Pursat Special Economic Zone. This industrial landmark, located in Sna Ansa commune within the Krakor district, marks a significant step toward domesticating the circular economy and reducing the nation’s reliance on imported plastic raw materials.

The facility is designed to process used plastic bottles into high-quality polyethylene terephthalate (PET) flakes and resins, which can be reused in the production of new food-grade packaging and textile fibers. By establishing this large-scale recycling hub, A1-Plastic aims to provide a sustainable solution for the millions of plastic bottles consumed annually across the Kingdom. The project is expected to create significant employment opportunities for local residents while fostering a new supply chain for waste collection and management that benefits informal waste pickers and small-scale recycling businesses alike.

Minister Keo Rottanak highlighted that the investment is perfectly aligned with the Royal Government’s vision of promoting green energy and environmental stewardship. He noted that Pursat’s growing reputation as a hub for clean energy—supported by its existing solar and hydroelectric projects—makes it the ideal location for a facility dedicated to reducing plastic pollution. The Minister also emphasized that the success of such projects depends on a robust partnership between the government and the private sector to ensure that industrial growth does not come at the expense of the country’s natural beauty.

Deborah Lee expressed her company’s commitment to making Pursat a model province for sustainable investment. She explained that the choice of Pursat was driven by its favorable business environment and strategic location, which allows for efficient logistics and distribution. As the plant moves toward full operational capacity, it is anticipated to set a new standard for waste management in Southeast Asia, proving that environmental responsibility can be a primary driver of economic prosperity and technological innovation in Cambodia.
