Cambodia Shapes National Urban Standards to Build Resilient and Sustainable Cities

Deputy Prime Minister Say Samal outlines a sweeping decentralization plan at the World Urban Forum, prioritizing digital networks, inclusive housing, and local governance

The Cambodian government is spearheading a comprehensive framework to standardize the foundational principles, infrastructure, and essential public services across all cities nationwide. Designed to bolster long-term urban resilience and sustainability, the initiative seeks to reshape the urban landscape while delegating greater authority and accountability to local municipal administrations.

The strategic shift was revealed by His Excellency Say Samal, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction, during his address at the 13th World Urban Forum on May 18, 2026. Speaking at the global assembly focused on urban development, Say Samal emphasized that standardizing municipal systems is vital for equipping Cambodian cities to withstand future socioeconomic and environmental challenges.

According to the Minister, these upcoming urban infrastructure and service standards will focus heavily on meticulous land-use planning and the cultivation of robust development partnerships. Key investment priorities include expanding digital infrastructure, improving solid waste management, upgrading sanitation networks, and optimizing traffic flow. Furthermore, the guidelines will address daily civic necessities by enhancing public transport, maintaining public order, strengthening security, and reinforcing local education and universal healthcare networks. The national plan also places a heavy emphasis on cultural enrichment and the promotion of inclusive, affordable housing credit schemes to make homeownership accessible.

In tandem with modernization efforts, the government is expanding its social concession policies to protect marginalized urban populations. This includes targeted distributions of agricultural land and the expansion of affordable housing programs tailored for families at the lower end of the socioeconomic spectrum. Over the past decade, these state-backed social housing and land initiatives have transformed the livelihoods of roughly half a million families across Cambodia, granting them unprecedented tenure security and socio-economic stability.

Looking ahead, the Ministry aims to accelerate these programs to provide viable economic and residential alternatives for citizens currently residing in informal settlements. By providing structured opportunities and secure housing, the state intends to systematically phase out unregulated settlements and integrate these communities into well-planned, modern urban ecosystems.
