Cambodian Government Shifts Strategy to Integrated Social Land Concessions with Essential Infrastructure Support

Deputy Prime Minister Say Samal emphasizes a holistic approach to land distribution aimed at securing long-term livelihoods and modern housing for citizens

Moving forward, the Royal Government of Cambodia is redefining its approach to social land concessions by ensuring that land distribution is accompanied by the development of critical supporting infrastructure. This shift aims to do more than just provide property; it is designed to systematically enhance the living standards of residents in these newly established communities by integrating essential services directly into development plans.

These remarks were delivered by His Excellency Say Samal, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction, during a ceremony to distribute land title certificates to concessionaires in Svay Rieng province on February 12, 2026. In his capacity as Chairman of the National Social Land Concession Committee, the Deputy Prime Minister explained that the government’s vision has evolved to focus on organizing lives rather than simply allocating plots of land.

The objective of this integrated development model is to ensure that every beneficiary has access to decent housing and the necessary resources to improve their economic status. By building roads, utilities, and other vital facilities alongside residential areas, the government is working to create a foundation for a brighter and more stable future for all Cambodian families involved in the program.

The Deputy Prime Minister concluded by highlighting that the collective efforts of the administration are dedicated to entering a new phase of national development where land ownership serves as a gateway to prosperity. This comprehensive support system reflects a deep commitment to social welfare, ensuring that concessionaires are not left to build their lives in isolation but are instead supported by the essential services required for a modern community to thrive.
