CDC Generated 5.7 billion Riels in Revenue Through Digital Technology Over Nine-month Period

From August 2024 to April 2025, the Council for the Development of Cambodia (CDC) collected 5.7 billion riels, which accounts for approximately 35% of its total public service revenue, utilising digital technology.

This was announced during the signing ceremony of a Memorandum of Understanding between the CDC and ACLEDA Bank Plc on 20 May 2025. The revenue collection is facilitated by connecting ACLEDA Bank Plc’s system with the CDC’s cdcOSP payment system, which has been operational since 31 July 2024. This initiative is part of the Cambodia Investment Data Hub, known as the cdcIPM Hub.

This collaboration highlights the commitment to accelerate digitalisation, enhancing the investment climate in Cambodia and providing diverse payment options for applicants seeking CDC public services.

The cdcOSP system is specifically designed to streamline the collection of the CDC’s public service revenue. It allows the Cambodia Investment Project Management System (cdcIPM) and other public service systems operated by the CDC to facilitate both intra-bank and cross-bank payments through the National Bank of Cambodia’s Bakong KHQR network and various mobile banking applications. Additionally, it supports payments via international systems such as VISA and MasterCard.

In conjunction with these systems, the CDC is also integrating its Cambodia Investment Database (cdcIPM Hub) with the Cambodian Data Exchange Database (CamDX), the Document Verification Database (verify.gov.kh), the Ministry of Interior’s Database (MoIDX), and the Non-Tax Revenue Management Information System (NRMIS). There are plans to connect with several inter-ministerial institutions in the future, including the Ministry of Commerce, the Ministry of Land Management, Urban Planning and Construction, the General Department of Taxation, and the General Department of Customs and Excise of Cambodia, among others.
