Draft construction law discussed

The Ministry of Land Management Urban Planning and Construction (MLMUPC) has submitted the newly-compiled draft construction law to the Supreme Consultative Council for checking and discussion.

Speaking in a meeting held on Tuesday 13 August, H.E. Chea Sophara, Deputy Prime Minister and Minister of MLMUPC said the draft law comprises 12 chapters and 113 articles and the law on construction sets the principles, construction technical regulations, and procedures of construction management in Cambodia.

Kong Monika, president of Khmer Will Party and the rotating president of SCC, said that council members raised concerns over the effective implementation of the law. He said that currently, the law enforcement on the construction sector has been weakened as some of buildings under construction or completed have been constructed without permit documents.

“We checked through the draft law; it is a good. But what we are concerned about the most is on the implementation by the authorities because currently the corruption still remains the top concern over the law and regulation enforcement,” Mr Monika said.

Initiated in 2017, the draft construction law is designed to strengthen and enhance the management of all stakeholders and operations in the construction sector to ensure security, safety, public order, and protect benefits to construction owners, consumers and the public.

H.E. Chea Sophara said that the construction law replies to the growing construction sector in the country including accommodation buildings, supermarkets, trade centres, office buildings, hotels, satellite cities, banks, enterprise buildings, and academic buildings.
