Historic Partnership Sealed: Cambodia and China officially signs partnership agreement on Phnom Penh-Bavet Expressway Project

The Phnom Penh-Bavet Expressway project has taken a significant leap forward as the state and the private sector officially sign a partnership agreement, paving the way for the groundbreaking ceremony set to take place on 7 June. This monumental event was graced by the presence of HE Sun Chanthol, Senior Minister and Minister of Public Works and Transport of Cambodia, along with Mr. Zhou Yong, the representative of China Road and Bridge Corporation (CRBC), on 18 May 2023.

The Ministry of Public Works emphasized that the Public-Private Partnership Agreement (PPP) consists of two key components. Firstly, the PPP contract outlines the fundamental principles for the construction and operation of the Phnom Penh-Bavet Expressway. Secondly, the accompanying annexes provide comprehensive details on the implementation of the agreed principles as outlined in the contract.

Under this momentous PPP agreement, the Phnom Penh-Bavet expressway project, spanning an impressive length of 135.10 km and featuring four lanes, will traverse Kandal, Prey Veng, and Svay Rieng provinces. With an estimated investment of approximately US$1.35 billion and a projected construction period of four years, this groundbreaking infrastructure endeavor aims to enhance connectivity, drive economic growth, and improve transportation efficiency. In a separate development, the construction of the bridge across the Mekong River, which will complement the expressway, will be financed through national resources. The construction contract has been entrusted to the esteemed China Road and Bridge Corporation (CRBC), ensuring seamless integration and providing travelers with toll-free access. Completion of the bridge is scheduled to coincide with or precede the opening of the expressway.

The momentous groundbreaking ceremony of the Phnom Penh-Bavet Expressway project, set to take place on 7 June 2023, with the esteemed presence of Prime Minister Hun Sen. Additionally, exciting progress is on the horizon, as the feasibility study for the third Phnom Penh-Siem Reap Expressway project nears completion, paving the way for the imminent signing of a Memorandum of Understanding (MoU).
