The new circular emphasises the importance of water quality for citizens’ health and urges businesses and property developers to install automatic liquid waste discharge monitoring devices.

Key measures include:

  1. Waste Treatment Systems: Factories must implement waste treatment systems and develop emergency response plans.
  2. Environmental Standards for Buildings: Businesses must ensure that wastewater treatment systems meet environmental standards before discharging waste.
  3. Sustainable Agriculture: The government promotes responsible fertiliser and chemical management to prevent agricultural runoff.
  4. Cross-Border Cooperation: Cambodia will collaborate with neighbouring countries on joint pollution measures.
  5. Monitoring Infrastructure: Plans for automatic water quality monitoring stations and a data centre for public access to water quality information.
  6. Research and Restoration: Focus on understanding water pollution’s impact and restoring polluted bodies of water.
  7. Public Awareness: Engaging the public through educational campaigns to raise awareness about water conservation.

These measures support broader initiatives aimed at sustainable water management in the country. These significant measures complement recent proposals by the Economic and Financial Policy Committee, which introduced three additional strategies focused on effective water resource management in agriculture and other vital sectors.
