MEF Begins to Disseminate Law on PPPs to Implementers 

The Ministry of Economy and Finance held a first dissemination workshop on the “Law on Public-Private Partnerships” (PPPs) to ministries and institutions of the Royal Government of Cambodia, development partners, financial institutions, consulting firms in the public investment sector, law firms, insurance companies, national and international companies, and other private sector representatives, totalling around 200 people.

This dissemination workshop was held under the auspices of HE Dr. Phan Phalla, Secretary of State of MEF on 12 July 2022.

HE Dr. Phan Phalla said that the purpose of this workshop was to promote the PPP law to civil servants in charge of matters related to public investment projects and key stakeholders, including development partners and the private sector.

HE Dr. Phan Phalla also added that Royal Government will issue a sub-decree on Standard Operating Procedures (SOPs) to support project development, procurement management, state support procedures, investment incentives, implementation, monitoring, and managing of PPP contracts.

The Law on Public-Private Partnerships was promulgated on 18 November 2021, replacing the Concession Law 2007.

Investment projects that can be considered PPP projects are developments that involve providing a service or constructing infrastructure to serve sectors such as transportation, post, telecommunications, energy, electricity, mining, agriculture, health industries, education, sports, tourism, clean water, sanitation, and housing, among other projects.
