Cambodia and Luxembourg Partner to Empower Youth in Remote Provinces Through Technical Training

New agreement targets Stung Treng and Ratanakiri with specialized programs in agro-processing, hospitality, and languages to drive regional economic growth

The Ministry of Labour and Vocational Training of Cambodia and the Embassy of Luxembourg to Laos have reached a formal agreement to launch a comprehensive technical skill development project aimed at empowering youth in the remote provinces of Stung Treng and Ratanakiri. The partnership was solidified during a high-level meeting on March 6, 2026, between His Excellency Heng Sour, Minister of Labour and Vocational Training, and Mr. Thomas Lammar, Chargé d’Affaires of the Embassy of Luxembourg to Laos.

This strategic collaboration focuses on enhancing the capabilities of young people in underserved areas through targeted Technical and Vocational Education and Training (TVET) programs. The curriculum is specifically designed to meet the economic needs of the region, prioritizing expertise in agricultural product processing, tourism and hospitality services, and international language proficiency. By equipping local youth with these high-demand skills, the project aims to create sustainable employment opportunities and improve livelihoods within these border provinces.

During the discussion, Minister Heng Sour emphasized that while Stung Treng and Ratanakiri are geographically remote, they remain integral to the Cambodia-Laos-Vietnam Development Triangle Area (CLV-DTA) and possess immense untapped potential. The technical support from Luxembourg is expected to play a vital role in transforming these provinces into productive hubs, ensuring that the next generation of workers is ready to contribute to the nation’s industrial evolution and regional integration.

Recently, the Ministry of Labor and Vocational Training also signed an MoU with a Chinese company on robotics and smart manufacturing skills. (read more)
