Cambodia and Vietnam Sign $8 Million Accord to Build Bilateral Friendship School

Cambodia and Vietnam have officially entered into a bilateral agreement to construct and upgrade the “Cambodia-Vietnam Friendship School” in Phnom Penh under an $8 million financial contribution from the Vietnamese government. The Memorandum of Understanding was signed on October 5, 2026, in Ho Chi Minh City during an executive ceremony co-presided over by Major General Vo Van Dien, Commander of the Ho Chi Minh City Military Command representing the Government of Vietnam, and H.E. Khuong Sreng, Governor of Phnom Penh Capital representing the Royal Government of Cambodia. The high-level accord establishes a comprehensive framework to expand educational infrastructure, modernize learning facilities, and reinforce human resource development within the Cambodian capital.

Under the terms of the memorandum, the initiative encompasses extensive new construction alongside structural renovations of existing campus facilities to serve more than 5,500 students, faculty, and administrative staff. For the primary school division, the project entails the construction of 80 new classrooms, one specialized science laboratory, and one computer lab. For the secondary school division, the plan includes 24 new classrooms, one laboratory, and one computer lab. Additionally, the development will overhaul 15 existing classrooms inside the Samdech Techo building, while constructing a new multi-purpose sports building and a unified administrative building to serve both educational levels, accompanied by modern teaching and learning equipment.

According to the Phnom Penh Capital Administration, the $8 million project will be executed over a one-year construction timeline, with direct construction management and funding oversight handled by the Ho Chi Minh City Military Command. Vietnamese authorities requested logistical and administrative coordination from Phnom Penh municipal officials to ensure smooth project implementation and site preparation. Phnom Penh municipal leadership emphasized that the Friendship School stands as a vital contribution to national human capital formation while serving as a tangible symbol of solidarity, mutual respect, and long-standing diplomatic cooperation between Cambodia and Vietnam.
