Ministry of Public Works Supports Plastic-Modified Asphalt Technology for Sustainable Road Infrastructure

ទីស្តីការក្រសួង៖ ការបំប្លែងសំណល់ផ្លាស្ទិកឱ្យទៅជាសមាសភាគបច្ចេកវិទ្យាក្នុងការកសាង និងថែទាំហេដ្ឋារចនាសម្ព័ន្ធផ្លូវថ្នល់ បានប្រែជាដំណោះស្រាយនវានុវត្តន៍ដ៏មានប្រសិទ្ធភាពក្នុងការកាត់បន្ថយផលប៉ះពាល់បរិស្ថាន បង្កើនភាពធន់នៃសំណង់ផ្លូវថ្នល់ និងកាត់បន្ថយចំណាយនៃការជួសជុល។ ក្នុងអំឡុងចុងខែកញ្ញា ឆ្នាំ២០២៦ ថ្នាក់ដឹកនាំក្រសួងសាធារណការ និងដឹកជញ្ជូន បានរៀបចំជំនួបពិភាក្សាការងារបច្ចេកទេសជាបន្តបន្ទាប់ជាមួយតំណាងក្រុមហ៊ុន AGC Innovate (Pvt) Ltd ដែលជាក្រុមហ៊ុនឯកទេសមកពីប្រទេសស្រីលង្កា ដើម្បីសិក្សា និងជំរុញការអនុវត្តបច្ចេកវិទ្យាកែច្នៃសំណល់ផ្លាស្ទិករួមផ្សំជាមួយកៅស៊ូ Asphalt Concrete ដែលហៅថា Plastic Modified Asphalt Concrete (PMAC) សម្រាប់ប្រើប្រាស់ក្នុងវិស័យសាងសង់ផ្លូវថ្នល់នៅកម្ពុជា។

កាលពីថ្ងៃទី២៩ ខែកញ្ញា ឆ្នាំ២០២៦ ឯកឧត្តម រស់ វណ្ណា រដ្ឋលេខាធិការក្រសួងសាធារណការ និងដឹកជញ្ជូន បានដឹកនាំកិច្ចប្រជុំពិភាក្សាជាមួយតំណាងក្រុមហ៊ុនលោកស្រី Kamesha Samaranayake ដើម្បីស្តាប់ការធ្វើបទបង្ហាញអំពីបច្ចេកវិទ្យា PMAC ដោយមានការចូលរួមពីមន្ត្រីជំនាញនៃអគ្គនាយកដ្ឋានប្រព័ន្ធចម្រោះទឹកកខ្វក់ និងអគ្គនាយកដ្ឋានបច្ចេកទេស។ តាមរយៈជំនួបនេះ ក្រុមហ៊ុន AGC Innovate បានលើកឡើងពីផែនការសហការរៀបចំ «គម្រោងសាកល្បង» (Pilot Project) ដោយប្រើប្រាស់បច្ចេកវិទ្យា PMAC ក្នុងការកសាងហេដ្ឋារចនាសម្ព័ន្ធផ្លូវថ្នល់ជាក់ស្តែង និងស្វែងរកដៃគូសហការ ដើម្បីលើកកម្ពស់ការគ្រប់គ្រងសំណល់ផ្លាស្ទិកប្រកបដោយចីរភាពនៅកម្ពុជា។

ជាកិច្ចបន្តនៅថ្ងៃទី៣០ ខែកញ្ញា ឆ្នាំ២០២៦ ឯកឧត្តម ហេង រត្នពិសិដ្ឋ អគ្គនាយកនៃអគ្គនាយកដ្ឋានសាធារណការ បានអនុញ្ញាតឱ្យលោក Umayanga Nanayakkara ស្ថាបនិក និងជានាយកប្រតិបត្តិក្រុមហ៊ុន AGC Innovate ចូលជួបសម្តែងការគួរសម និងពិភាក្សាលម្អិតបន្ថែមលើទិដ្ឋភាពវិស្វកម្ម។ តំណាងក្រុមហ៊ុនបានជម្រាបជូនថា បច្ចេកវិទ្យា PMAC មិនត្រឹមតែជួយពង្រឹងគុណភាព និងភាពរឹងមាំនៃកៅស៊ូផ្លាស្ទិកប៉ុណ្ណោះទេ ប៉ុន្តែថែមទាំងកាត់បន្ថយចំណាយ និងជួយការពារបរិស្ថានយ៉ាងច្រើន ដោយសារការសាងសង់ផ្លូវប្រវែង ១ គីឡូម៉ែត្រ អាចទាញយក និងប្រើប្រាស់សំណល់ផ្លាស្ទិកបានរហូតដល់ ៣ តោន។ ភាគីក្រសួងបានសម្តែងការគាំទ្រយ៉ាងពេញទំហឹងចំពោះបំណងអនុវត្តគម្រោងសាកល្បងនេះនៅលើបណ្តាញផ្លូវថ្នល់កម្ពុជា។

កិច្ចសហប្រតិបត្តិការរវាងក្រសួងសាធារណការ និងដឹកជញ្ជូន ជាមួយក្រុមហ៊ុន AGC Innovate ក្នុងការផ្លាស់ប្តូរបច្ចេកវិទ្យា PMAC គឺជាជំហានដ៏មានអត្ថន័យឆ្ពោះទៅរកការកសាងហេដ្ឋារចនាសម្ព័ន្ធបៃតង។ ការរួមបញ្ចូលគ្នារវាងការគ្រប់គ្រងសំណល់ផ្លាស្ទិក និងការកសាងផ្លូវថ្នល់ប្រកបដោយគុណភាព មិនត្រឹមតែជួយកាត់បន្ថយការបំពុលបរិស្ថានប៉ុណ្ណោះទេ ប៉ុន្តែថែមទាំងជួយឱ្យកម្ពុជាទទួលបាននូវហេដ្ឋារចនាសម្ព័ន្ធផ្លូវថ្នល់ដែលមានភាពធន់ ចំណាយតិច និងមានចីរភាពវែងឆ្ងាយ។ (អានបន្ថែម)

 

MPWT leadership meets Sri Lanka’s AGC Innovate executives to launch a pilot project utilizing PMAC technology capable of recycling up to 3 tons of plastic waste per kilometer

Phnom Penh: Transforming plastic waste into high-performance pavement material has emerged as an innovative engineering solution to reduce environmental contamination, lower road maintenance costs, and strengthen infrastructure durability. In late September 2026, senior leadership from the Ministry of Public Works and Transport (MPWT) convened consecutive technical consultation meetings with representatives from Sri Lanka-based AGC Innovate (Pvt) Ltd to evaluate the deployment of Plastic Modified Asphalt Concrete (PMAC) technology across Cambodia’s national road network.

On September 29, 2026, Secretary of State Ros Vanna led an initial session with AGC Innovate representative Kamesha Samaranayake alongside technical experts from the General Department of Wastewater Treatment Systems and the General Department of Technical Affairs. Discussions centered on technical specifications for blending recycled plastic polymers with conventional asphalt binder. During the presentation, AGC Innovate proposed establishing a joint pilot project to test PMAC technology on local road conditions while identifying strategic partners to scale sustainable waste management solutions nationwide.

Following up on September 30, 2026, Director General of Public Works Heng Rathpiseth hosted Umayanga Nanayakkara, Founder and CEO of AGC Innovate, for a detailed engineering review. Company representatives demonstrated that PMAC improves structural pavement strength, reduces lifecycle maintenance expenses, and offers significant environmental benefits, noting that paving just one kilometer of road can consume up to 3 metric tons of recycled plastic waste. Director General Heng Rathpiseth expressed full ministry support for implementing the proposed PMAC pilot project on Cambodian roads.

The collaboration between the Ministry of Public Works and Transport and AGC Innovate to introduce plastic-modified asphalt marks a decisive step toward green infrastructure development in Cambodia. Integrating plastic waste recycling directly into road construction not only mitigates environmental pollution but also equips the Kingdom with resilient, cost-effective, and environmentally sustainable transport networks.
