Post Ministry: Borey Owners Must Facilitate Internet Providers Even Without Partnership

The Ministry of Posts and Telecommunications (MPTC) has ordered owners of boreys and condominiums to stop preventing non-partnered internet providers from connecting internet to residents, warning no more monopoly internet providers in residential or commercial projects will be permitted.

The call came after the ministry received complaints from on-field working teams that they were having some difficulties as the borey owners did not facilitate the process well.

According to a ministry order dated 11 November 2022, owners of the boreys and co-ownership buildings must:

1. Stop charging in exchange for permission to connect the internet to the homes of consumers in the borey or condominiums, which is contrary to the law on telecommunications.
2. Stop operating self-service and unlicensed internet services.
3. Legal action will be taken against those owners that continue to do so.

Telecommunications operators and the public who have information about illegal activities should report them to the Telecommunications Regulator of Cambodia via the Hotline 6789 or send an email to qos@trc.gov.kh.
