National Assembly approves construction of coal-fired power plants in Koh Kong and Oddar Meanchey

Parliament has approved a Draft on State Guarantee for two companies. The Royal Group will construct a 700 MW coal-fired power plant in Koh Kong province, and the Han Seng Coal Mine Company will build a 265 MW coal-fired power plant in Oddar Meanchey province including the construction of a 230 KV transmission line extending from Oddar Meanchey to a sub-station east of Siem Reap.

The adoption of the draft law was taken on the morning of 26 March 2020 at an extraordinary session of the National Assembly with 109 votes in favour.

According to an announcement by the Royal Group, in addition to the construction of a 700-megawatt coal-fired power plant, the project concession is subject to several additional conditions. Those include the construction of a 230-KVA 50km power line linking to the government-owned Botum Sakor sub-station, construction of a two-lane 6km coal transport bridge and coal storage, construction of a 40km access entrance to the project, and construction of a sub-station.

In addition, the approval also requires the Royal Group to add power generation facilities to local consumers, including residents and factories, enterprises or industrial areas in the future.

Electricity Cambodia guarantees to buy 80% of the energy per year from the coal-fired power plant in Koh Kong. The project represents a total investment of US$1.3 billion, which will create jobs and better lives for many Cambodians, especially for the local community.
