Royal Vopak Explores Landmark LNG and Oil Refinery Terminals in Cambodia

Cambodia’s drive to secure long-term energy independence and support its expanding industrial economy has attracted investment interest from global leaders in energy infrastructure. During a bilateral meeting in China, Cambodian Prime Minister Samdech Thipadei Hun Manet held talks with Chen Yan, President of Royal Vopak for China and East Asia (Koninklijke Vopak N.V.). The high-level dialogue focused on Royal Vopak’s ambition to explore strategic investment opportunities to construct a Liquefied Natural Gas terminal and a petroleum refinery terminal in the Kingdom.

Royal Vopak is a global leader specializing in critical infrastructure and liquid storage solutions, possessing extensive international expertise in handling oil, natural gas, petrochemicals, Liquefied Natural Gas, and Liquefied Petroleum Gas. During the consultation, Chen Yan revealed that the company is actively collaborating with local business partners in Cambodia to study the feasibility of developing both the Liquefied Natural Gas terminal and the oil refinery terminal. The firm’s core operational portfolio includes sustainable energy terminals, gas storage facilities, industrial petrochemical hubs, chemical terminals, and crude oil storage terminals.

In response, Prime Minister Samdech Thipadei Hun Manet warmly welcomed Royal Vopak’s investment ambitions and its joint venture approach with local Cambodian partners. The Prime Minister highlighted that establishing Liquefied Natural Gas storage facilities and oil refining infrastructure directly aligns with the Royal Government of Cambodia’s strategy to strengthen national energy security, diversify power sources, and construct a resilient energy grid capable of supporting long-term economic growth.

To advance the project from concept to execution, Prime Minister Hun Manet encouraged Royal Vopak to deepen its cooperation with local partners and maintain close technical discussions with relevant government authorities, particularly the Ministry of Mines and Energy. As Cambodia prepares for a broader energy transition—supported by upcoming gas-to-power developments—establishing world-class terminal infrastructure will play a crucial role in securing reliable fuel supply chains for domestic industries and power generation.
