Cambodia’s growing prominence in the regional energy landscape has drawn renewed interest from international partners, with Canada, Laos, and Turkey moving to significantly bolster diplomatic, trade, and energy cooperation with the Kingdom. According to official updates published on July 2, 2026, on the social media channels of HE Keo Rottanak, Minister of Mines and Energy, the three nations held high-level discussions to map out strategic investments and expand existing market ties.

The diplomatic push materialized through a series of separate bilateral meetings chaired by Minister Keo Rottanak in Phnom Penh. During his session with Canadian Ambassador Christian DesRoches, conversations focused heavily on resource diversification and advanced infrastructure. The Canadian envoy highlighted the growing interest of Canadian corporations looking to invest in the supply of Liquefied Natural Gas (LNG) to Cambodia, a strategic move intended to complement and further support the Kingdom’s rapidly developing domestic electricity sector.

Parallel discussions with Laotian Ambassador Sonexay Vannaxay centered on cross-border synergy and long-term grid integration. The meeting reviewed the ongoing progress of bilateral relations spanning energy cooperation, trade, regional security, and agriculture. Recognizing the economic importance of shared infrastructure, both Cambodia and Laos firmly committed to accelerating the implementation of joint energy projects to ensure they are executed swiftly and comprehensively.

Furthermore, the Laotian Ambassador highly commended Cambodia’s robust management of external market shocks, particularly its successful mitigation of the global fuel crisis stemming from supply disruptions in the Strait of Hormuz. Despite severe international volatility, Cambodia successfully managed to prevent electricity price hikes while ensuring a stable, consistent supply of oil and gas across the country.

The diplomatic circuit concluded with a meeting between Minister Keo Rottanak and Turkish Ambassador Mesut Özcan, which highlighted the strong foundation of diplomatic, commercial, and energy ties binding the two countries. Both sides expressed mutual goodwill and a shared commitment to elevate their current partnership to a higher, more comprehensive level.
