Phnom Penh, Cambodia – The aviation relationship between the United States and Cambodia continues to reach new operational milestones, driven by massive capital investments, commercial aircraft agreements, and expansive infrastructure developments aimed at positioning the Kingdom as a major regional transport hub.

During high-level discussions in Phnom Penh, U.S. Chargé d’Affaires Aleks Zittle met with HE Dr. Mao Havannall, Minister in charge of the State Secretariat of Civil Aviation (SSCA), to review key initiatives strengthening bilateral economic and commercial cooperation. Central to these talks was Air Cambodia’s historic $3.2 billion transaction to acquire fuel-efficient Boeing aircraft, marking a major milestone in modernizing the national carrier’s fleet and significantly expanding direct air connectivity across Asia and beyond.

In addition to fleet expansion, American financial institutions are taking a direct role in funding Cambodia’s aviation infrastructure. The U.S. International Development Finance Corporation (DFC) has committed a $100 million investment into Techo International Airport (KTI). This investment aligns with the SSCA’s strategic blueprint to establish a state-of-the-art air cargo and logistics hub at the newly built facility, designed to handle growing trade volumes, enhance supply chain efficiency, and position the country as a competitive destination for international commerce.

The delegation also addressed Cambodia’s progress toward ratifying the Cape Town Convention, an international legal framework that simplifies cross-border aircraft financing and leasing. Legal alignment with the convention is expected to lower capital costs for local airlines, boost investor confidence, and accelerate foreign direct investment into the Kingdom’s aviation ecosystem. Together, these joint initiatives signal an unprecedented period of bilateral economic alignment, generating tangible benefits for workforce development, infrastructure, and trade in both nations.
