Cambodia, Laos, and Vietnam Strengthen Cross-Border Land Transport Networks to Drive Regional Economic Integration

High-level trilateral and bilateral meetings in Siem Reap resolve cross-border logistics bottlenecks and revive decade-dormant bilateral talks between Cambodia and Laos

Siem Reap: As economic integration across Southeast Asia increasingly relies on seamless logistics networks, neighboring Indochinese nations are reinforcing their commitment to cross-border transport efficiency. From August 18 to 20, 2026, the historic province of Siem Reap hosted a trilogy of pivotal transport consultations: the 11th Cambodia-Vietnam Bilateral Meeting, the 7th Cambodia-Laos Bilateral Meeting, and the 2nd Cambodia-Laos-Vietnam (CLV) Tripartite Meeting on Land Transport.

The high-level proceedings were chaired by HE Pen Boran, Undersecretary of State at Cambodia’s Ministry of Public Works and Transport, alongside delegation leaders Mrs. Phan Thi Thu Hien, Deputy Director General of the Department of Roads under Vietnam’s Ministry of Construction, and HE Chanthala Phimmachack, Director General of the Department of Transport under Laos’ Ministry of Public Works and Transport. Attracting approximately 150 stakeholders—including inter-ministerial officials, local authorities, technical experts from the Japan International Cooperation Agency (JICA), and private sector representatives—the meetings evaluated previously signed agreements, protocols, and memorandums of understanding to resolve pressing operational bottlenecks along shared land borders.

A major highlight of this year’s gathering was the resumption of the 7th Cambodia-Laos Bilateral Meeting, which reconvened after a decade-long hiatus following its 6th session in 2016. Building on the momentum generated when Vietnam hosted the 10th Cambodia-Vietnam bilateral and 1st CLV tripartite meetings in 2025, these sessions demonstrated renewed political momentum to streamline customs procedures, reduce transit friction, and enhance cross-border mobility for goods and passengers across all three countries.

In conclusion, the successful conclusion of these bilateral and trilateral dialogues in Siem Reap represents a concrete step toward transforming regional transport corridors into competitive trade axes. By aligning regulatory frameworks and eliminating institutional barriers, Cambodia, Laos, and Vietnam are building a more integrated logistics ecosystem that lowers trade costs, boosts regional competitiveness, and deepens sub-regional stability.
