Sihanoukville Logistics Center Set to Transform Cambodia into a Regional Trade Powerhouse

The Ministry of Public Works and Transport and the International Finance Corporation advance plans for a $200 million modern logistics hub to slash costs and boost national competitiveness.

The blueprint for Cambodia’s future as a regional logistics titan reached a significant milestone this week. On Wednesday afternoon, January 21, 2026, His Excellency Peng Ponea, Minister of Public Works and Transport, held a strategic working session with a delegation from the International Finance Corporation (IFC) at the Ministry’s headquarters. The discussion focused on the progress of the Sihanoukville Logistics Center (SHV-LC), a flagship project designed to modernize the nation’s transport network and integrate it more deeply into global markets.

This meeting underscores the Royal Government of Cambodia’s commitment to its “Comprehensive Master Plan on the Cambodian Transit and Logistics System 2023-2033.” By collaborating with the IFC—the private sector arm of the World Bank Group—the government is leveraging international expertise to structure a Public-Private Partnership (PPP) that will attract high-tier global investors.

The SHV-LC is envisioned as a 60-hectare state-of-the-art facility located strategically near the Sihanoukville Autonomous Port, the country’s only deep-sea gateway. During the session, the IFC team presented a detailed action plan for the next phase of development. Key priorities include conducting “Market Sounding” sessions to gauge interest from international logistics operators and establishing the formal procedures for a competitive bidding process. This transparent approach ensures that the eventual developer will bring not only capital—estimated at approximately $200 million for the initial phases—but also the technological innovation required to manage modern supply chains. The impact of this center is expected to be transformative. Currently, logistics costs in Cambodia are among the highest in the region, acting as a bottleneck for manufacturers and exporters. The SHV-LC aims to solve this by offering integrated services such as cold chain storage, customs clearance, and advanced warehousing. By streamlining these processes, the center will help reduce the time and expense of moving goods, directly benefiting the garment, agriculture, and manufacturing sectors.

Minister Peng Ponea and other ministry leaders commended the IFC for their close cooperation with technical specialists from both the Ministry of Public Works and Transport and the Ministry of Economy and Finance. They encouraged continued synergy between all stakeholders, including the Sihanoukville Autonomous Port authority, to ensure the project meets international standards.

As the global trade landscape shifts, Cambodia is no longer just a participant; it is positioning itself as a central hub. With the Sihanoukville Logistics Center acting as a vital link between sea, rail, and road, the Kingdom is well on its way to achieving its goal of becoming a sophisticated regional transfer point by 2029, fostering sustainable economic growth for decades to come.
