Ministry of Land to Launch Housing Data Management System for Affordable Housing Planning

The Ministry of Land Management, Urban Planning, and Construction (MLMUPC) of Cambodia is set to establish a comprehensive housing data management system aimed at analyzing and planning housing supplies for low- and middle-income citizens, as announced by HE Seng Thany, Undersecretary of State, on 10 October 2024.

The announcement was made during a workshop on the “Progress of Housing Performance,” which gathered officials from 12 provincial departments to discuss housing development progress and data collection across key provinces, including Siem Reap, Kampong Thom, Preah Vihear, Oddar Meanchey, Banteay Meanchey, Battambang, Pailin, Pursat, Kratie, Stung Treng, Ratanakkiri, and Mondulkiri.

The workshop reviewed preliminary data from various development sites and housing projects in temporary construction areas, reflecting the government’s commitment to improving housing for all social strata. The initiative is part of the ministry’s broader agenda, which includes 15 priority policies in line with the Royal Government’s Pentagon Strategy.

These policies target various areas, such as land regulations, urban planning, social housing provisions, staff capacity building, and institutional development. A key focus is modernizing data management systems and digital services to enhance service delivery and regulatory oversight.

HE Seng Thany emphasized the need for Provincial Land Management Departments to compile detailed reports on housing projects covering general housing, affordable housing, and construction in temporary zones. This effort aims to create a user-friendly, centralized system that facilitates data-driven decision-making, benefiting developers, government bodies, and the general public alike. The forthcoming housing data management system is expected to streamline housing policies and cater to Cambodia’s growing demand for affordable housing solutions.
