What is Required for Valid Surveying and Mapping?

Surveying and mapping are very crucial and sensitive work which requires a lot of skill and experience. Different authorities have expertise in various areas of work. For example, border surveying is under the National Authority’s task in Charge of Border Affairs (NACBA).

Any surveying or thematic mapping [1] works must be done based on the basic surveying data or basic maps, such as those from the General Department of Cadastral and Geography of Ministry of Land Management, Urban Planning and Construction.

Surveying and mapping businesses must also hold a surveying certificate or surveying license issued by the Ministry of Land Management, Urban Planning and Construction.

Thus, to become a cartographer, once must apply for the certificate/license. The requirement includes a diploma or certificate related to mapping and surveying from any educational institution, and at least two years of work experience in the field of surveying. The license is valid for five years and can be renewed.

Meanwhile, a firm wishing to run a surveying and/or mapping business must also apply for a license at the Ministry of Land Management, Urban Planning and Construction. The company must have a director who is a senior surveyor with at least three years of experiences in mapping and surveying. Besides, the company must pay a deposit of 10 to 100 million riels, depending on the type of surveying and/or mapping business.

According to Sub-decree No.17 RNKR.BK dated on 01 February 2016 on Management over Surveying and Mapping and Surveying and Mapping Businesses, there are different types of mapping and survey businesses which include:
Topography surveying [2] aimed at building physical infrastructure
Topography surveying aimed at building civil construction
Production of surveying data using a photogrammetric instrument or remote sensing [3]
Non-digital or digital mapping for business purposes
– Surveying training service
– Surveying consulting service
– Calculating and converting data surveying service
– Distributing surveying and mapping service
According to the same sub-decree, any individual or firm conducting surveying or mapping activities without a certificate/license shall be fined 10 million riels, and 20 million riels respectively.
