Cambodia and France Collaborate on Health and Green Energy Megaprojects

Cambodia and France have entered bilateral discussions to advance three major priority projects, aimed at continuously strengthening and expanding their economic and developmental cooperation. This comes according to a press release regarding the working meeting between HE Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance, and HE Nicolas Forissier, the French Minister Delegate attached to the Minister for Europe and Foreign Affairs, responsible for Foreign Trade and Investment Attraction, on July 13, 2026. While the introductory line of the original statement contained a brief typographical error mentioning Japan, the historic talks were fully focused on expanding the long-standing bilateral bonds between France and Cambodia.

During the meeting, both delegations exchanged detailed views on accelerating three key priority initiatives. These critical projects include the development of the Cambodia-France University Hospital, a transformative waste-to-energy conversion plant, and a large-scale hydroelectric energy storage project. The implementation of these projects is expected to bring substantial advancements to Cambodia’s public healthcare and green energy sectors.

To ensure steady progress, both sides agreed to coordinate closely across all relevant public institutions. This continuous facilitation aims to move the preparation of these projects forward in strict compliance with current laws, regulations, and the priority policies of the Royal Government of Cambodia. Furthermore, both parties committed to collaborating on identifying suitable and sustainable financing mechanisms necessary for the successful and long-term execution of these initiatives.

The high-level discussions also focused on broader economic and trade relations between the two countries. Both officials highlighted the importance of enhancing bilateral trade by promoting new investments, facilitating business matching, encouraging active private sector participation, and supporting high-quality Cambodian products to expand their presence in international markets.

Concurrently, the French delegation reaffirmed its strong commitment to supporting and expanding its strategic cooperation with Cambodia. France aims to remain a key partner in several critical areas, particularly in trade, investment, infrastructure, energy, healthcare, and sustainable development, which will ultimately drive long-term economic growth for both nations.
