Cambodia and Japan Partner to Prioritize Railway Network Rehabilitation and Urban Rail Systems

Cambodia and Japan have officially initiated joint consultations to establish strategic priorities for restoring national railway infrastructure and conducting preliminary studies on urban rail transit systems. The initial high-level session, convened on September 28, 2026, was chaired by H.E. Koy Sodany, Permanent Secretary of State at the Ministry of Public Works and Transport. The meeting brought together senior delegates from Japan’s Ministry of Land, Infrastructure, Transport and Tourism, the Japan International Cooperation Agency, engineering firm Nippon Koei, and technical railway specialists from both nations.

Expressing profound appreciation for Japan’s sustained technical assistance, H.E. Koy Sodany urged all participating institutions to deepen operational coordination to ensure the project’s effective and high-impact execution. She emphasized that modernizing the country’s rail network is a pivotal component of Cambodia’s national transport vision, essential for improving logistics efficiency, lowering freight transport costs, and strengthening integrated mobility across urban centers.

The joint dialogue established a structured framework and study scope aimed at overhauling institutional management mechanisms for Cambodia’s railway sector. Discussions centered on prioritizing the rehabilitation of existing regional rail lines, conducting feasibility studies for urban transit systems, reviewing draft railway legislation, establishing standardized technical codes, and upgrading regulatory capacity alongside operational safety standards. To advance these objectives, delegates finalized plans for technical field visits, the formation of specialized working groups, and upcoming study tours to Japan to inspect modern rail management systems.
