Cambodia Sets Ambitious Goal to Slash Greenhouse Gas Emissions by 54%

In a significant move towards combating climate change, Cambodia has committed to reducing its greenhouse gas emissions by 54% through the implementation of 49 key measures. This announcement was made by His Excellency Dr. Eang Sophallet, Minister of Environment, during the closing ceremony of the workshop for the “National Climate Change Response Plan, Phase 3 NDC 3.0,” held on July 4, 2025.

Dr. Sophallet emphasized the primary objectives of the National Climate Change Response Plan 3.0, which aims to foster sustainable, climate-resilient, and low-carbon development in Cambodia. This initiative will involve the adoption of effective adaptation measures and targeted greenhouse gas emission reductions across critical sectors.

The newly crafted National Climate Change Response Plan 3 (NDC3.0) encompasses a total of 163 response measures: 49 dedicated to cutting greenhouse gas emissions, 74 for enhancing climate change adaptation, and 40 aimed at addressing other priority sectors. This latest commitment marks a significant increase from previous targets, with the NDC 2.0 establishing a goal of 42% and the initial INDC setting a lower benchmark of 27%.

Looking ahead, the Royal Government is preparing to submit the NDC 3.0 Nationally Determined Contribution to the United Nations ahead of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), scheduled to take place in Brazil in November 2025.

The Ministry of Environment’s efforts to develop the NDC 3.0 have been bolstered by the active participation of a wide range of stakeholders at both national and sub-national levels. Local communities and development partners, including the European Union (EU), United Nations Development Programme (UNDP), UNICEF, and Oxfam, have all contributed to this ambitious initiative.

As Cambodia gears up for these crucial climate commitments, the focus remains on fostering a sustainable environment for future generations.
