Cambodia Signs US$600m in New Concessional Loans in H1 2022

The Cambodian government has signed new concessional loans with development partners worth approximately US$635 million in the first semester of this year, accounting for 30% of the ceiling permitted by law.

61% have been signed with bilateral development partners and 39% signed with multilateral development partners, according to the Cambodia Public Debt Statistical Bulletin issued by the Ministry of Economy and Finance.

All the loans are highly concessional with an average grant element of around 41%, the ministry said.

“The purpose of these newly-signed loans is to finance public investment projects in the priority sectors that support long-term sustainable economic growth and increase economic productivity/ production,” the ministry said.

As of the end of Q2 2022, including the old debt, the government has a total public debt stock of USD 9.7 billion, of which public external debt shares 68% from Bilateral Developing Partners (DPs) and 32% from Multilateral DPS.
