Cambodia’s Construction Sector Investment Surges to Over $7 Billion in 2025

Investment in Building Projects Jumps Nearly 70%, Reflecting Continued Growth in the Real Estate Market

Investment in Cambodia’s construction sector reached over $7 billion in 2025 across 3,503 projects, marking an increase of nearly 70%. This information comes from a summary report on the 2025 work results and future directions, delivered under the chairmanship of His Excellency Say Sam Al, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction, on December 1, 2025.

The report indicated that the construction sector in Cambodia showed strong signs of growth in 2025, attracting investment in 3,503 projects. These projects encompass a total construction floor area of over 18 million square meters, representing an estimated investment value of over $7.32 billion. This figure shows a significant increase of 68.89% compared to 2024.

Since its inception, the Ministry has issued construction permits nationwide for 71,820 projects, covering a total construction area of over 219 million square meters. The estimated total investment value for all these projects is approximately $87.696 billion.

His Excellency Say Sam Al affirmed that the Ministry is continuing to strengthen construction quality and is working to ensure that citizens’ housing is orderly and conducive to peaceful living, in line with the Royal Government of Cambodia’s policy.

The report further detailed the breakdown of investment within the sector for 20259:

There were 228 projects involving high-rise buildings of 5 stories and above, amounting to 288 structures10. Residential construction accounted for 2,724 projects, with an investment exceeding $2.512 billion11. Hotel construction comprised 25 projects with investments over $271 million12. Commercial buildings totaled 189 projects, with an investment of over $794 million13. Factory buildings saw 234 projects with investments exceeding $229 million14. Finally, 37 multi-purpose building projects represented an investment of over $468 million15.
