Digital Excellence Recognized: Cambodia Clinches Gold at ASEAN Digital Awards as Regional Leaders Chart Path to 2030

Minister Chea Vandeth leads strategic mission to Hanoi, securing landmark partnerships and international acclaim for Cambodia’s digital government transformation

Cambodia has solidified its standing as a rising digital powerhouse in Southeast Asia following its participation in the 6th ASEAN Digital Ministers’ Meeting (ADGMIN) held in Hanoi, Vietnam, on January 15 and 16, 2026. Minister of Post and Telecommunications Chea Vandeth led the national delegation to join peers from all ASEAN member states and dialogue partners, including Japan, China, South Korea, and the United States. The meeting served as a critical platform for reviewing regional progress and adopting the Hanoi Digital Declaration, which focuses on transitioning from simple connectivity to “Connected Intelligence”.

The hallmark of the event for the Kingdom was the announcement of the ASEAN Digital Awards 2026, where Cambodia’s Digital Social Protection Platform (DSPP) was honored with the Gold Medal in the Public Sector category. Developed by the General Secretariat of the National Social Protection Council, the platform stood out among 11 member states for its citizen-centric design and its ability to transparently register and deliver benefits to vulnerable populations. This award recognizes the DSPP as the most outstanding and innovative public sector digital solution in the region, marking a historic achievement for Cambodia’s digital public infrastructure.

Beyond the accolades, Minister Chea Vandeth engaged in high-level bilateral meetings to accelerate Cambodia’s technological roadmap. A landmark Memorandum of Understanding on Digital Government Cooperation was signed with Malaysia’s Minister of Digital, Gobind Singh Deo, focusing on deep collaboration in artificial intelligence and blockchain. Furthermore, Cambodia and Japan formalized minutes of a joint meeting to strengthen cooperation on 5G mobile operations, cloud computing, and digital security, ensuring the Kingdom remains at the forefront of the Fourth Industrial Revolution.

These partnerships align with the newly launched ASEAN Digital Masterplan 2030 (ADM 2030), which was officially adopted during the summit. The master plan outlines a bold vision for a trusted and innovative digital community that prioritizes cybersecurity and the benevolent use of AI. For Cambodia, this includes active participation in the newly established ASEAN AI Safety Network and the ongoing negotiations for the ASEAN Digital Economy Framework Agreement (DEFA), which aims to unlock billions in regional trade by 2030.

As the Hanoi summit concluded, the message was clear: Cambodia is no longer just a participant in the regional digital dialogue but a leader and innovator. The success of the Digital Social Protection Platform and the strategic ties forged with Japan and Malaysia provide a robust foundation for the Kingdom’s 2026-2030 digital agenda. By prioritizing technology that directly improves the lives of its citizens, Cambodia is setting a benchmark for digital excellence that resonates across the entire ASEAN community.
