Cambodia and China Lock in Four Strategic Mega-Infrastructure Projects

Following high-level talks in Beijing between DPM Sun Chanthol and CIDCA, a fresh bilateral consensus secures fast-tracked implementation for the Funan Techo Canal, key national highways, and coastal environmental protection.

In a major diplomatic breakthrough aimed at reshaping Cambodia’s trade and logistics landscape, Cambodia and China have formally agreed to fast-track the implementation of four priority strategic infrastructure projects. The sweeping multi-sectoral agreements are designed to catalyze long-term macroeconomic growth, eliminate infrastructure bottlenecks, and directly enhance the livelihoods of citizens across both nations.

The historic consensus was cemented during a high-profile bilateral meeting on Tuesday, June 30, 2026, in Beijing. The Cambodian delegation was led by HE Sun Chanthol, Deputy Prime Minister and First Vice Chairman of the Council for the Development of Cambodia (CDC), and included Minister of Public Works and Transport HE Peng Ponea, alongside Cambodia’s Ambassador to China, HE Dr. Soeung Rathchavy. The Cambodian leadership sat across from a senior Chinese delegation headed by Mr. Chen Xiaodong, Chairman of the China International Development Cooperation Agency (CIDCA).

The focus of the discussions was to review tangible progress and speed up the execution of infrastructure initiatives previously agreed upon under various Memorandums of Understanding (MoUs). To capitalize on the momentum, the Cambodian delegation successfully urged CIDCA to accelerate its internal financial and administrative approval processes to ensure that groundbreaking and physical construction can begin swiftly.

Unpacking the Four Priority Mega-Projects

The finalized development pipeline intentionally balances immediate civil needs with generation-defining industrial breakthroughs, spanning shipping, land transit, and environmental protection:

  1. The Funan Techo Canal Project: Marking a landmark shift toward complete maritime autonomy, the Chinese side explicitly affirmed its full backing for the construction of the entire canal via preferential special loans. As a monumental national-level project for Cambodia, the canal will establish an independent inland-to-coastal sea passage, bypassing third-party regional ports and permanently minimizing logistics overhead for domestic exporters.
  2. National Road No. 3 Renovation: To optimize the primary commercial corridor connecting the capital city to the ocean, the agreement covers a standardized overhauling of a heavily degraded 20-kilometer section of National Road No. 3. This targeted upgrade will streamline container shipping efficiency and safety to and from the deep-sea Sihanoukville Port.
  3. National Road No. 7 Modernization: Expanding the economic artery of Cambodia’s northeastern frontier, the upgrade of National Road No. 7 from Kratie to Stung Treng is set to unlock the agrarian and trade potential of the region. This massive initiative serves as a pillar for rural revitalization, linking remote border areas directly to central supply chains.
  4. Sihanoukville Urban Wastewater Treatment Plant: Addressing municipal shortcomings in Preah Sihanouk province, this environmental project will significantly expand local sewage treatment capacities. The facility will mitigate urban runoff, safeguard vulnerable marine and coastal ecosystems, and preserve the pristine nature of the beaches crucial to sustaining Cambodia’s international cultural and eco-tourism industry.

A Diamond-Standard Shared Future

During the session, DPM Sun Chanthol expressed profound gratitude to the Chinese government for its unwavering, multi-decade developmental assistance, characterizing China as Cambodia’s most vital partner in economic self-reliance.

The agreement marks a concrete manifestation of the “Diamond Hexagon” cooperation framework—a comprehensive strategic partnership established between Phnom Penh and Beijing. By harmonizing immediate public welfare with long-term macroeconomic infrastructure, both nations have reinforced their mutual commitment to building an all-weather Cambodia-China community with a shared future in the new era.
