Investment Climate Enhancement: Cambodia Outlines Three Strategic Pillars to Create Favorable Business Ecosystem

Speaking at the 26th China International Fair for Investment and Trade, Deputy Prime Minister Sun Chanthol highlights a competitive investment law, rigorous cybercrime crackdowns, and expanded global market access alongside $5.2 billion in approved 2026 projects

The Royal Government of Cambodia has committed to executing three core strategic actions to establish a vibrant, secure, and highly favorable investment environment across the Kingdom. The official commitment was delivered by H.E. Sun Chanthol, Deputy Prime Minister and First Vice President of the Council for the Development of Cambodia, during the opening ceremony of the 26th China International Fair for Investment and Trade in Xiamen, China, on September 8, 2026.

Outlining the government’s economic strategy, Deputy Prime Minister Sun Chanthol detailed three primary pillars designed to reinforce investor confidence and drive sustainable capital growth. The first pillar centers on the Law on Investment of the Kingdom of Cambodia, which was specifically crafted to offer highly attractive investment incentives and robust legal protections for incoming foreign enterprises. The second pillar focuses on stringent law enforcement and public security enhancement, marked by decisive national measures to crack down on technology-based scams, cyber fraud, and transnational crimes to guarantee a safe operating environment for businesses. The third pillar emphasizes expansive market access, leveraging key regional and global frameworks including ASEAN, the Regional Comprehensive Economic Partnership, bilateral free trade agreements, the European Union’s Everything But Arms scheme, reciprocal trade arrangements with the United States, and ongoing efforts to accede to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

Demonstrating the tangible impact of these strategic initiatives, Deputy Prime Minister Sun Chanthol highlighted approved investment figures recorded during the first seven months of 2026. Over this period, the Council for the Development of Cambodia approved 309 investment projects with a total capital value of approximately 5.2 billion U.S. dollars. These newly sanctioned operations are projected to generate roughly 177,000 employment opportunities for Cambodian citizens.

Moving beyond sheer volume, Cambodia is actively prioritizing the qualitative enhancement of its economic output by diversifying capital flows into high-value-added sectors. By strengthening technological capabilities, building regional supply chain links, and maintaining an open, secure market ecosystem, the Kingdom seeks to ensure long-term, resilient economic expansion.
