On the afternoon of July 13, 2026, the Royal Government of Cambodia and the Government of Japan officially signed an Exchange of Notes and accompanying documents to secure a concessional loan of ¥17.776 billion, which is approximately $119 million. This crucial development package represents the second credit package of the Sihanoukville Port New Container Terminal Development Project, a project engineered to elevate the country’s premier seaport to world-class standards.

The formal agreement was finalized during an elite signing ceremony in Phnom Penh, presided over by Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, alongside UENO Atsushi, the Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia. The strategic transaction marks another vital chapter in the historic cooperation between the two nations, providing the required capital to realize Cambodia’s long-term maritime ambitions.

At the heart of this massive infrastructure upgrade is the Sihanoukville Autonomous Port, which operates as Cambodia’s only international deep-sea gateway. The $119 million funding package will directly support the construction of a highly advanced container terminal and crucial supporting infrastructure.
