Advancing Evidence-Based Policy Frameworks to Elevate Cambodia’s Logistics Competitiveness and Trade Integration

Phnom Penh: Cambodia’s logistics and supply chain sector achieved a notable milestone as an inter-ministerial consultative meeting convened to review data and indicators for the operationalization of the National Logistics Information Center (NLIC) and conduct a comprehensive needs assessment, held on Friday, October 23, 2026. The vital session was organized by the General Department of Logistics and presided over by His Excellency Heng Non, Secretary of State and Project Director, representing His Excellency Peng Pione, Minister of Public Works and Transport.

The gathering brought together senior leaders and technical officers representing key ministries and public institutions, including the Ministry of Economy and Finance, the Ministry of Post and Telecommunications, the National Bank of Cambodia, the National Institute of Statistics, the State Secretariat of Civil Aviation, the General Department of Customs and Excise of Cambodia, the Council for the Development of Cambodia, the General Department of Immigration, and the Sihanoukville Autonomous Port. The meeting centered on two primary objectives: reviewing and establishing baseline figures and targets for Logistics Performance Indicators (LPI 2.0) across various sectors, and consulting on multi-agency data and indicators required for the successful deployment and needs assessment of the NLIC.

Addressing the assembly, Secretary of State Heng Non emphasized that the NLIC will serve as an indispensable tool for driving evidence-based decision-making and policymaking, ultimately elevating Cambodia’s logistics performance and overall national competitiveness. The outcomes of these discussions will provide critical inputs to optimize the NLIC’s operations prior to final review and endorsement by the National Logistics Council of Cambodia. Furthermore, he expressed deep appreciation to all participating ministries and agencies for their invaluable contributions, noting that robust logistics information systems are foundational to supporting national economic growth, trade facilitation, and regional and global economic integration.

The collaborative inter-ministerial framework driving the establishment of the National Logistics Information Center under the Ministry of Public Works and Transport underscores a resolute commitment to modernizing Cambodia’s economic infrastructure. By centralizing vital data and refining performance indicators, the nation is solidifying its capacity to streamline trade operations, boost supply chain resilience, and secure long-term, sustainable socio-economic development.
