Japan Extends $46 Million Loan to Bolster Phnom Penh Flood Protection

The diplomatic and economic ties between Cambodia and Japan reached a new height on April 23, 2026, with the official signing of an agreement to provide a significant yen loan for urban infrastructure. Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn joined Japanese Ambassador Ueno Atsushi at the Ministry of Foreign Affairs and International Cooperation to formalize the Exchange of Notes and related documents. This agreement paves the way for the implementation of the Flood Protection and Drainage Improvement Project in Phnom Penh Capital City (I), which is considered a vital initiative for the resilience of the capital.

Under the terms of the agreement, the Government of Japan will provide a concessional loan of 6,908,000,000 yen, which is approximately equivalent to $46 million. This funding is specifically designated for the first phase of an extensive project designed to modernize the city’s drainage systems and protect residents from the increasingly severe impact of seasonal flooding. By focusing on the southwestern areas of Phnom Penh, the project aims to stabilize the urban environment and ensure that heavy rainfall does not disrupt the livelihoods of the capital’s growing population.

The core objective of the initiative is to enhance the city’s stormwater management capacity through the construction and rehabilitation of key drainage facilities. This includes the development of new box culverts, the improvement of open channels, and the installation of advanced pumping stations and retention basins. According to the Ministry of Foreign Affairs, strengthening this infrastructure will directly contribute to the sustainable development of the capital and support the continuity of various industrial and commercial activities that are central to the nation’s economic growth.

This latest financial commitment highlights the enduring nature of the Cambodia-Japan Comprehensive Strategic Partnership. Beyond the immediate technical benefits of flood prevention, the project represents Japan’s steadfast dedication to promoting socio-economic stability and development in Cambodia. As climate change continues to pose challenges to urban centers in the region, such collaborative efforts in disaster resilience and infrastructure development remain a cornerstone of the bilateral cooperation between the two nations.
