ADB Deploys $250 Million Emergency Loan to Safeguard Cambodia from Middle East Crisis Fallout

In response to escalating geopolitical conflicts in the Middle East that continue to drive up global energy and food prices, the Asian Development Bank has approved a $250 million emergency loan to reinforce Cambodia’s economic stability. The official financing agreement was signed on July 31 in Phnom Penh between HE Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance, and Yasmin Siddiqi, ADB Country Director for Cambodia, in the presence of Nianshan Zhang, Director General of ADB’s Southeast Asia Department. The emergency funding is designed to buffer the Kingdom against imported inflationary pressures and protect domestic living standards.

The $250 million allocation directly supports the Royal Government of Cambodia’s Rapid Intervention for Stabilization of the Economy (RISE) program. Designed to protect vulnerable households from the rising cost of living, the RISE initiative aims to sustain essential domestic economic activities while fortifying the nation’s long-term resilience against unexpected external shocks. This emergency assistance forms part of a broader $450 million regional financing package rolled out by the ADB for Cambodia and Sri Lanka to cushion Asia-Pacific economies from Middle East crisis spillover effects.

Underlining the significance of the response, Nianshan Zhang noted that this timely intervention represents the first program launched under ADB’s newly revised Emergency Assistance Policy. He emphasized that the program will bolster government efforts to shield vulnerable families from price volatility, maintain macroeconomic momentum, and establish stronger financial safeguards for future crises.

The financial scope of the RISE initiative extends beyond the ADB’s core commitment. The program is expected to draw substantial co-financing, including up to $250 million from the Asian Infrastructure Investment Bank and up to $188 million from the Japan International Cooperation Agency. Together with the ADB’s contribution, total combined financing for the RISE program could reach $688 million, providing robust fiscal backing for national economic defense. (read more)
