Japan Extends $114 Million Loan to Modernize Sihanoukville Deep-Sea Port

Cambodia and Japan have officially finalized a major concessional loan agreement worth ¥17,776 million, equivalent to approximately $114 million, to fund the second phase of the Sihanoukville Port New Container Terminal Development Project. Announced by Sihanoukville Autonomous Port on August 11, 2026, the financial commitment marks a significant milestone in modernizing the Kingdom’s primary maritime trading gateway and integrating its supply chain networks into regional trade corridors.

The official loan agreement was signed by HE Ros Seilava, Secretary of State at the Ministry of Economy and Finance, representing the Royal Government of Cambodia, and Mr. Sanui Kazamasa, Chief Representative of the Japan International Cooperation Agency (JICA) Cambodia Office. The signing follows a preliminary diplomatic milestone on July 13, 2026, when the Government of Japan extended an official pledge of $119 million for the project’s second loan package, reaffirming Tokyo’s ongoing commitment to supporting Cambodia’s physical infrastructure development.

Designed to strengthen national transport systems, the multi-million-dollar initiative targets substantial structural upgrades at Sihanoukville Autonomous Port, which serves as Cambodia’s sole international deep-sea port facility. The expansion project involves building a state-of-the-art container terminal alongside comprehensive supporting infrastructure, directly expanding container throughput capacity, reducing cargo processing times, and elevating the overall efficiency of Cambodia’s national logistics system.
