Secretary of State H.E. Sao Sopheap meets with international partners to evaluate project implementation and accelerate sustainable urban water management strategies

Phnom Penh: Building climate-resilient urban infrastructure and securing safe water supplies remain vital national priorities for Cambodia as urban centers expand across the Kingdom. According to a meeting on September 1, 2026, H.E. Sao Sopheap, Secretary of State at the Ministry of Land Management, Urban Planning and Construction, and Head of the Project Management Unit for the Livable, Resilient, and Water-Secure Cities Investment Program (LRWSCIP), hosted a high-level delegation at the ministry headquarters. The meeting included Mr. Alain X. Morel, Project Team Leader at the Asian Development Bank (ADB), alongside colleagues and official representatives from the French Development Agency (AFD).

The consultation provided an opportunity for delegates to examine ongoing project progress, assess baseline achievements, and address operational challenges. Discussions focused primarily on accelerating project implementation frameworks, ensuring fiscal efficiency, and aligning inter-agency protocols to meet scheduled development targets. Co-financed and supported by the ADB and AFD, the LRWSCIP initiative is designed to strengthen urban drainage, improve water security, and shield vulnerable communities from climate-induced environmental risks.

The strategic dialogue between Cambodian officials and international financing partners highlights a shared commitment to rigorous governance and transparent resource management. By combining international technical expertise with national development objectives, the program helps build institutional capacity to design climate-adapted municipal networks.

Noticeably, the progress review between the Ministry of Land Management, ADB, and AFD marks a key milestone in delivering the Livable, Resilient, and Water-Secure Cities Investment Program.
