Strategic meeting reviews study findings and integrates urban mobility framework into future spatial planning to ensure sustainable metropolitan growth

Phnom Penh: Aligning infrastructure growth with comprehensive spatial planning remains a cornerstone strategy for the Royal Government of Cambodia in managing rapid urban expansion and enhancing the quality of life in the capital. Following the meeting on September 4, 2026, H.E. Bengheng Socheat Khemro, Director General of the General Department of Land Management and Urban Planning and Secretary-General of the National Committee for Land Management and Urban Planning, convened a working session with representatives from the Japan International Cooperation Agency (JICA) and project consultants. The consultation focused on evaluating the research outcomes and strategy of the Phnom Penh Urban Transport Master Plan 2050, widely known as UTPP.

During the meeting, delegates conducted an in-depth review to harmonize the urban transport master plan with future land use master planning and spatial allocation policies for Phnom Penh. Discussions emphasized the importance of synchronizing public transit corridors, road network expansions, and logistics nodes with designated land-use zones to ensure orderly capital expansion and optimized socio-economic functionality.

The joint initiative between Cambodian urban planning authorities and JICA highlights a data-driven approach to tackling traffic congestion, improving public transit, and guiding sustainable urban density. Aligning long-term transport projections with land-use policies allows municipal planners to create accessible transit routes and reduce environmental impacts across the expanding Phnom Penh metropolitan area.

Remarkably, aligning the Phnom Penh Urban Transport Master Plan 2050 with capital land-use frameworks marks a vital advancement in Cambodia’s sustainable urbanization agenda. Through continued technical cooperation with JICA, Cambodia is building a resilient, interconnected urban transport network that supports economic vitality, mitigates traffic congestion, and enhances the daily lives of capital residents.
