National Committee Approves Provincial Spatial Plans and Master Land-Use Frameworks Across Cambodia

Deputy Prime Minister Say Samal and Transport Minister Peng Ponea chair high-level meeting to finalize master plans for 5 provinces and 7 municipalities and districts for Cabinet submission

Phnom Penh: Establishing structured spatial frameworks and strategic master land-use plans has become an essential prerequisite for guiding economic development, environmental protection, and sustainable urbanization across Cambodia. On the afternoon of Friday, October 2, 2026, at the Ministry of Land Management, Urban Planning and Construction, Deputy Prime Minister, Minister of Land Management, Urban Planning and Construction, and Chairman of the National Committee for Spatial Planning and Urbanization Say Samal, alongside Minister of Public Works and Transport and Vice Chairman of the Committee Peng Ponea, chaired a plenary meeting of the National Committee for Spatial Planning and Urbanization. The session was convened to review, adjust, and approve municipal and district master land-use plans, as well as finalize draft provincial spatial plans for formal submission to the Royal Government for final approval.

During the session, the National Committee reviewed and prepared for approval draft provincial spatial plans covering five provinces: Svay Rieng, Stung Treng, Kampong Cham, Kampot, and Banteay Meanchey. Additionally, the committee evaluated draft municipal master land-use plans for four key municipalities—Arey Ksat, Kampot, Poipet, and Serei Saophoan—alongside three district land-use plans for Chhouk, O Ya Dav, and Keo Seima districts.

Finalizing these comprehensive spatial and land-use plans serves as a critical mechanism to demarcate economic development zones, commercial hubs, industrial parks, agricultural land, and environmental conservation areas. Establishing clear statutory land zoning mitigates land disputes, prevents unregulated land conversion, and provides a transparent framework to attract infrastructure investment and guide orderly urban expansion.

The National Committee for Spatial Planning and Urbanization’s approval of provincial and local master plans marks a major strategic step toward modernizing Cambodia’s territorial governance. Implementing clear, well-structured spatial plans across these provinces and municipalities will provide a solid foundation for sustainable economic growth, improved public infrastructure delivery, and enhanced quality of life for communities nationwide.
