The Ministry of Environment (MoE) is drafting a sub-decree to establish a new solid waste management body/enterprise in Phnom Penh, according to a zoom meeting on 10 August 2021.

This draft sub-decree aims to give more power to government bodies in managing waste more effectively.

Under this new sub-decree, Phnom Penh City Hall will have the right to establish a unit or office to manage and control waste and city cleaning services.

Unlike in the past, this work will only be under the power of the Solid Waste Management Authority.
