Sihanoukville Land Use Master Plan 2038 Officially Approved

The Ministry of Land Management, Urban Planning and Construction has officially approved the Sihanoukville Land Use Master Plan to 2038 to provide a framework and direction for the effective management and development of Sihanoukville City.

According to decision No. 045 dated 08 September 2021, the master plan will help promote urban land use and tourism, industry, logistics, and national and international trade.

The master plan also sets out a number of prioritised development plans such as the urban development zone strategy, sustainable land management design, long-term infrastructure development, an economic & social development plan, environmental protection and waste management, and a disaster prevention plan, among others.

The land-use master plan is subject to change every five years if necessary for economic and social development.

The Ministry of Land Management, Urban Planning and Construction (MLMUPC) in August also set up a technical working group to reorganise land usage and issue a new land-use policy in Sihanoukville. (Read more)

The establishment of this team is part of the government’s master plan to transform Sihanoukville into a multi-purpose economic zone. This plan is a large-scale government project with the aim to transform SHV into a city rivalling China’s Shenzen.

The government has thus far carried out a series of infrastructure development projects to support this master plan. These include the construction of 34 roads & 11 roads, the expansion of ports & airports, and the construction of three wastewater treatment plants, among others.
