Cambodia and China Sign MoU to Elevate Capacity Building, Logistics, and Infrastructure Technology

The Ministry of Public Works and Transport of Cambodia and the Ministry of Transport of the People’s Republic of China signed a Memorandum of Understanding on transport capacity building cooperation on September 21, 2026. The strategic agreement was formalized during a high-level bilateral meeting held in China between H.E. Peng Ponea, Cambodia’s Minister of Public Works and Transport, and H.E. Liu Wei, Minister of Transport of China, alongside senior delegations from both ministries. The accord establishes a structured institutional framework to exchange technical expertise, share emerging transport technologies, and enhance workforce capabilities across both nations.

Under the terms of the memorandum, both ministries committed to deepening operational cooperation across capacity building, technology exchange, logistics management, and public works construction testing. The initiative aims to accelerate the adoption of modern engineering standards, optimize multi-modal supply chains, and improve public infrastructure laboratory testing protocols within Cambodia. By facilitating direct knowledge transfer and technical collaboration, the partnership seeks to elevate the structural quality, resilience, and sustainability of Cambodia’s expanding transport networks.

The bilateral agreement underscores the deepening partnership between Phnom Penh and Beijing as both countries prioritize transport connectivity and logistics efficiency to support regional trade integration. Cambodian transport authorities emphasized that leveraging China’s advanced civil engineering experience and logistics innovations will play a vital role in modernizing national transit systems and technical testing capabilities.
