Cambodia and Laos Forge Power Alliance to Explore Cross-Border Electricity Grid

Backed by the World Bank, the landmark agreement between national utilities aims to modernize transmission networks and accelerate regional clean energy integration

Cambodia and Laos have taken a decisive step toward regional energy integration by signing a joint study framework to evaluate a cross-border power grid interconnection. This strategic initiative is designed to bolster bilateral electricity trade, enhance energy cooperation, and establish a more reliable power network across the region.

The agreement was officially signed on May 25, 2026, between Electricite du Cambodge and Electricite du Laos. The high-profile ceremony was held in the presence of HE Victor Jona, an Undersecretary of State at the Ministry of Mines and Energy who also serves as Cambodia’s Senior Official on Energy. The event gathered key stakeholders, including representatives from the Electricity Authority of Cambodia, the Ministry of Industry and Commerce of Laos, and the World Bank.

This joint feasibility project receives financial backing from the World Bank, with the ASEAN Centre for Energy operating as the coordinating secretariat to facilitate the process. According to official statements, the study will build a vital foundation for early-stage energy transactions and the ultimate expansion of broader regional power trade. A core focus of the assessment involves modernizing the management and daily operation of high-voltage transmission line systems across the borders.

By prioritizing green and renewable energy projects, both nations aim to solidify their long-term energy security, reduce their dependency on fossil fuels for power generation, and achieve their collective climate goals. The cross-border infrastructure upgrade marks a significant milestone in reinforcing the economic and developmental ties linking these two Southeast Asian neighbors.
