Cambodia Streamlines Real Estate Procedures with Online Services

In a significant move aimed at simplifying real estate transactions, the Cambodian government has announced that all procedures related to buying, selling, proposing, or transferring property will no longer require the involvement of village heads and commune heads.

The announcement was made by HE Say Samal, Deputy Prime Minister and Minister of the Ministry of Land Management, Urban Planning and Construction, in a brief video posted on the ministry’s Facebook page on July 4, 2025. Video Here

In his statement, HE Say Samal emphasized that the government’s decision to implement online services is designed to make real estate transactions more accessible for Cambodian citizens. “By moving these processes online, we aim to provide a more efficient and user-friendly service,” he remarked.

This new approach follows an agreement between the Ministry of Land Management and the Ministry of Interior to eliminate the requirement for signatures from local commune and village heads. While the majority of real estate transactions will now be handled online, the government has noted that certain services may still necessitate in-person visits.

The Ministry of Land Management is confident that this system will not only enhance convenience for citizens but also align Cambodia with global standards, as many countries have already transitioned to similar digital platforms for real estate procedures.

This development marks a significant step towards modernizing Cambodia’s real estate sector and offering a more streamlined experience for property transactions.
