Phnom Penh: National efforts to safeguard road infrastructure and modernize transport governance in Cambodia achieved a significant technological milestone through a new bilateral partnership. On the afternoon of Monday, August 31, 2026, the Ministry of Public Works and Transport signed a Memorandum of Understanding on intelligent transport technology with Chinese technology firm Guangdong Hongsheng Technology Co., Ltd. at the ministry headquarters. The ceremony was presided over by Minister of Public Works and Transport H.E. Peng Ponea and Guangdong Hongsheng Chairman and Chief Executive Officer Yin Jingming, alongside senior ministry officials and technical representatives.

The landmark agreement establishes a structured cooperation framework between the ministry and Guangdong Hongsheng to evaluate, adapt, and deploy intelligent transportation systems tailored to Cambodia’s specific traffic and logistical conditions. The initiative prioritizes advanced technological solutions to monitor and regulate overloaded commercial vehicles, encompassing technical knowledge transfers, joint feasibility studies, technology demonstrations, and specialized training programs to build the institutional capacity of ministry personnel. Through this alliance, the ministry aims to transform weigh station operations across the national road network into automated, transparent, and data-driven management systems.

Speaking at the signing ceremony, Minister Peng Ponea urged technical teams and corporate executives to collaborate closely on developing practical, technology-driven solutions as an enforcement mechanism against vehicle overloading violations. The Minister also encouraged Guangdong Hongsheng to actively support local human resource development by transferring its specialized skills and technological expertise to Cambodian technicians.

The partnership between the Ministry of Public Works and Transport and Guangdong Hongsheng represents a vital transition toward data-centric infrastructure protection in Cambodia. Integrating smart technology into weigh station management and enforcement frameworks will significantly reduce premature road damage caused by overloaded cargo, ensuring long-term durability of national roads and supporting sustainable economic growth.
