CDC Mandates Full Transition to Digital Invoicing for Public Service Payments

The Council for the Development of Cambodia has announced the official rollout of a standardized digital invoicing system for all public service payments handled by the institution. Formally issued through guidance on September 26, 2026, pursuant to Instruction No. 1707/26 C.D.C. dated September 25, 2026, the strategic transition is designed to simplify administrative procedures, reduce processing turnaround times, and bolster institutional transparency for incoming investors, international development partners, and the general public.

Prior to this directive, public service payments governed by the Joint Proclamation on Public Services between the CDC and the Ministry of Economy and Finance were managed through a two-track framework. Digital invoicing was utilized exclusively for qualified investment project applications submitted through the digital cdcIPM system, whereas physical service payments at CDC counters relied on traditional paper receipts issued directly by revenue cashiers.

Under the new regulatory directive, the digital invoicing system will be fully integrated and enforced across all public service categories. The universal mandate encompasses both in-person transactions at physical service locations and all electronic service interactions through CDC digital platforms, with mandatory full-scale implementation scheduled to commence on October 26, 2026.

In light of this modernization step, the Council for the Development of Cambodia has called upon all investors, private enterprises, development partners, media organizations, and the broader public to take note of the mandate, assist in disseminating the update, and actively ensure its smooth execution across the commercial sector.
