International Space Summit in Paris to Advance High-Tech and Peaceful Space Governance

Representing Prime Minister Hun Manet, Cambodia endorses French space declarations and negotiates bilateral agreements on satellite technology, artificial intelligence, and cybersecurity

Paris: Expanding international partnerships in high-technology sectors and promoting the peaceful, sustainable use of outer space have emerged as critical objectives within Cambodia’s long-term digital economy strategy. On September 9-10, 2026, at the invitation of French President Emmanuel Macron, Cambodian Prime Minister Samdech Moha Borvor Thipadei Hun Manet appointed Minister of Post and Telecommunications Chea Vandeth to lead a high-level delegation to the inaugural International Space Summit in Paris, France.

Co-hosted by the French Republic and the Federal Republic of Germany, the summit convened over 2,000 participants, including heads of state, heads of government, space ministers, and high-level representatives from more than 90 countries, along with leaders from international organizations and the private sector. As the first global gathering of its scale focused on space diplomacy, the forum provided a platform to establish shared principles for using outer space peacefully and sustainably amid growing global strategic and economic competition. Demonstrating its commitment to international space governance, Cambodia officially provided its endorsement to three key declarations initiated by France.

During the summit, Minister Chea Vandeth held bilateral meetings with French Minister of Higher Education, Research, and Space Philippe Baptiste to discuss technical cooperation and human resource development in satellite technology and space science. He also met with Minister Delegate for Francophonie, International Partnerships, and French Nationals Abroad Eléonore Caroit to explore deeper bilateral ties in artificial intelligence, cybersecurity, quantum computing, and semiconductors. Following the diplomatic sessions in Paris, Minister Chea Vandeth led the delegation on an official technical visit to leading space research centers and aerospace companies in Toulouse, the prominent industrial hub for space technology in France and Europe.

Cambodia’s high-level representation at the International Space Summit marks a decisive step toward integrating the Kingdom into global advanced technology networks. By fostering strategic partnerships with France in satellite operations, artificial intelligence, and semiconductor research, Cambodia not only enhances its national technical workforce but also reinforces its role as a responsible participant in international technological progress and peaceful space governance.
